Many local highway departments operate with small crews and limited resources but are responsible for the community's highest-valued asset: its roadway network.
NH LTAP is here to help.

The 2025 NH LTAP Annual Impact Report highlights how New Hampshire communities are strengthening their local road networks through workforce development, technical collaboration, and applied training with the UNH T2 Center.
In 2025:
- 1,500 individuals representing 153 New Hampshire communities participated in transportation infrastructure–focused learning opportunities.
- More than 30 communities received customized technical assistance on topics such as strategic planning, gravel and paved road preservation, drainage, and operational decision-making.
These efforts support safer roads, stronger infrastructure performance, and responsible stewardship of public investment.
Why does a community's participation with UNH T2 and the NH LTAP program matter?
Supports Small and Rural Communities
Many New Hampshire communities operate with very small highway and public works teams. Access to technical and operational training and peer networks improves infrastructure reliability and effectiveness and supports safer local roads.
Maximizes Infrastructure Investments
Improved preservation techniques, winter operations, and maintenance decision-making reduces emergency repairs and extends asset life.
Strengthens Environmental Stewardship
Increased awareness of current innovations, materials, and practices supports environmentally responsible winter operations, salt management, drainage practices, and compliance with environmental requirements and best practices.
Builds the Future Workforce
Engagement of early-career and new workforce participants helps address workforce shortages and succession challenges across the state.
